OSError: [WinError 1114] A dynamic link library (DLL) initialization routine failed. Complete error below.

Please help as I was trying to install XTTS within Pinokio and it is returning this error message after downloading and installing some other dependencies.

OSError: [WinError 1114] A dynamic link library (DLL) initialization routine failed. Error loading "C:\AITools\pinokio\api\xtts.pinokio.git\env\lib\site-packages\torch\lib\c10.dll" or one of its dependencies.

I made sure that the lateset VC is installed.
Drivers are updated
Fresh Intall Pinokio
Downgraded python from latest to 3.10
It appears that my driver is being detected though.
